Currently, we don't have the option to send email alerts to technicians when there is a new-user signup request from the customer portal. You will only be able to enable or restrict all users from signing up via the requester portal using the below option:

Is there a way when a new requestor tries to register that an email alert can be set up to go to technician so they can then verify email and create the requestor as a contact
