ability to send emails to external users via workflow

We'd like the ability to send emails to recipients via workflow beyond agents & requesters currently in the system.

Specifically, we have a text field for certain tickets that contains an email address.  I'd like to have be able to send an automated email to that address via inserting the field as a placeholder into the 'send email to' feature of workflow
