I wonder if is possible to hide Incidents as a whole, since we are already using Service Catalog. In the near future we would like to show it again but just a few people/groups in the org.

How do you not have incidents? Not everything can be a defined service. Things break and the default incident management process should be used over a service request. Youll want to report on and manage service requests different than incidents for metrics alone among other reasons.
