Custom text fields to be editable like "description" from Incidents

 Custom text fields in Service Items don't have tools implemented like "Description" field in Incidents. It is not possible for requester to bold / underline, edit, change color, attach screen shot, url link etc into a text field he / she is full filling. It can be added since now is treated as discrepancy between text fields in a portal.
