Automate Forwarding Tickets to Group

We are attempting to auto forward the New Hire Service item to a mailing list (which is an agent) so  a few other people get notified about the new hires at the same time as IT.

Currently Dispatcher is not emailing the custom fields from the New Hire Form.

Dispatcher only giving the headlines or subjects but not the content of the ticket.

I know I can set up all these people as agents and just assign the ticket or tasks but we are trying to avoid  making so many agents
