Making common service items a 'sticky' on the main portal

I have a suggestion: 

It would be very useful if we were able to sticky the most common service items on the main portal page, thus removing the need for the requester to navigate to the page they're looking for. 

I know it already suggests the most popular, but that doesn't work all of the time.
