Ability to create Supervisor & Observer rules on CMDB items

I would like to have the ability to create helpdesk rules on CMDB items. A use case would be running an Observer rule to create a ticket for a specific technician once the expiry date passes for example.

If the action could update the amount in inventory as well so I could have a rule that see's a toner was used for a ticket and decrement inventory then another rule that sees inventory for that toner is low and opens a ticket to order more.
