I'd like to be able to set the order of the categories in the Service Catalog so that the most frequently used ones are on the top of the list

yes, I agree. This is very important as we may not know ALL the categories when we initially set it up. Any new ones get created at the bottom.
Any progress made on this request? I also would benefit greatly from this.
